April 2003-Current: Research Consultant
Providing demographic and economic research and consultation on the development
and management of IS/GIS. Expertise includes the implementation and
management of corporate GIS, demographic and business data development and
statistical software development standards. Work extensively with consumer
household databases and statistical data mining techniques, such as cluster
analysis, for purposes of customer classification, site location and the development
of targeted marketing solutions.
January 2001- April 2003: ESRI Business Information Solutions
Position: Senior statistician, lead demographer
Primary responsibilities include small-area demographic data management, IS
management, product and specification development. Additional responsibilities
include the development of GIS based models of business and population
forecasting, and analysis of emerging technology and R&D/testing of new GIS and
geostatistical software.
May 1998-January 2001: U.S. Department of Commerce, Bureau of the Census
Position: Statistician (Demographic) 1530
Worked as part of team responsible for the development of small area population
and housing unit estimates for the United States and management of IT resources.
Detailed responsibilities included management of GIS and data evaluation,
development of statistical methods for variance and error analysis, maps and
graphics generation, database management, website development and professional
writing and formal professional presentations. Also performed survey and
investigative research to develop and improve statistical methods. Worked
independently to manage multiple statistical and information technology projects
simultaneously and with contractors and other staff to develop project specifications
and requirements. Developed proficiency in Microsoft office, ESRI GIS, Corel and
other software. Numerous governmental distinctions and awards.
December 1996–May 1998: Science Applications International Corporation
Position: Socio-Economic Analyst.
Duties included demographic and GIS analysis, and economic research supporting
the biosphere modeling, project integrated safety analysis, environmental justice
studies, and alternate land use evaluation as part of the Environmental Impact
Statement being prepared for the Yucca Mountain Nuclear Waste Repository Project.
June 1995-December 1996: PSU, Center for Population, Research & Census
Position: Research Analyst.
Responsibilities included fielding data requests for social, economic, environmental
and demographic data; generating specifically requested population estimates and
forecasts, writing reports, managing State and Federal documents, and performing
data analysis. Long-term assignments included the development and testing of
statistical forecasting and estimation techniques, as well as demographic marketing
and analysis tools.
1993: Washington County Community Action Organization
Position: Project Research Assistant.
One year assignment to Oregon State Fair Housing Research Project. Duties
included conducting subject interviews, collecting legal information and historical
documents, writing reports, performing data analysis, and travelling to perform
public presentations.
1992: Blue Cross - Blue Shield of Oregon
Position: Project Research Assistant.
One year assignment to the Blue Cross - Blue Shield comprehensive historical and
economic study of health insurance in the State of Oregon. Duties included the
accumulation of interviews, legal information, economic information and historical
documents, as well as data analysis report and brief writing.

Position: Director of Research, Oregon Real Estate Activity Report.
Duties included collecting, publishing, and disseminating data on residential real
estate activity within Oregon. Additional tasks included socio-economic analysis,
